As the world looks ahead to COP30 in Brazil, cooperation on energy and climate policy is taking on renewed importance.

This event will explore how evolving relations between the United States and Europe are reshaping transatlantic energy governance, investment flows, and technological innovation in the lead-up to the 2025 UN Climate Change Conference.

The discussion will address the opportunities and challenges of aligning transatlantic climate diplomacy, with a particular focus on how policy coordination can accelerate the energy transition, strengthen supply chain resilience, and promote joint leadership in emerging technologies.

Marco Margheri is the Head of Eni’s US Relations and Chairman of Eni US Petroleum Inc. and Eni New Energies US Inc. He oversees relations with US Authorities, US-based IFIs, and multilateral processes of interest for the company. Marco is also serving as Board Member for the Atlantic Council and Chair for Italy of the WEC – World Energy Council. Prior to joining Eni, he was Italy’s Edison Executive Vice-President for Sustainability, Institutions & Regulation, and held positions with GE Oil & Gas and Cohn Wolfe. Marco is also a visiting professor at LUISS Guido Carli University in Rome, and an Honorary Member of the Milano per la Scala Foundation in Milan.

Edward L. Morse is Senior Advisor and Commodities Analyst at Hartree Partners, a global, privately held commodities firm headquartered in New York. He also serves as a Non-Resident Fellow at Columbia University’s Center on Global Energy Policy (CGEP). Over a distinguished career spanning academia, government, consulting, and finance, he has held senior positions at Princeton, Johns Hopkins, and Columbia Universities, served as Deputy Assistant Secretary of State for International Energy Policy, and co-founded PFC Energy. In the private sector, he established and led the first global commodities research and strategy units at Lehman Brothers, Credit Suisse, and Citigroup, where he was Global Head of Commodities Research. As a consultant, he helped design Yemen’s national oil-pricing policy and advised the United Nations Security Council on the design and negotiation of Iraq’s Oil-for-Food Programme. Named by Petroleum Economist among the ten most prominent figures in energy finance and by Foreign Policy among the 100 most influential people in U.S. foreign affairs, he continues to publish widely in outlets such as the Financial Times, New York Times, Wall Street Journal, and Washington Post, and is a frequent commentator on Bloomberg TV and CNBC.

Dr. Luisa Palacios is Interim Director of Research and Managing Director of Energy Transition Finance at Columbia University’s Center on Global Energy Policy (CGEP), where she co-leads the ESG/Energy Transition Finance Working Group and the Financing of the Energy Transition Initiative. A scholar-practitioner at the intersection of energy, finance, and policy, she previously served as Chairwoman of Citgo Petroleum Corporation, guiding the company through one of the most challenging periods in its history. Earlier, she was Senior Managing Director and member of the management committee at Medley Global Advisors, where she led research on Latin America’s energy and macroeconomic policy, and held senior roles at Barclays Capital, Société Générale, and the Japan Bank for International Cooperation, as well as consultancies with the World Bank’s Office of the Chief Economist for Latin America. A graduate of Universidad Católica Andrés Bello, she holds a Master’s in International Affairs from Columbia’s School of International and Public Affairs and a Ph.D. in International Affairs from Johns Hopkins SAIS. Dr. Palacios also teaches at Columbia SIPA, is affiliated with the Institute for Latin American Studies and the Santiago Global Center, and serves on the Editorial Board of Americas Quarterly and the Council on Foreign Relations. She chairs the Financial Working Group of the Methane Abatement Financing Taskforce (MAFT), served as Deputy Chair of the 2024 B20 Finance and Infrastructure Task Force under Brazil’s G20 Presidency, and sits on the Board of Trustees of The Hudson School.
